Instructor Courses
NECI Instructor courses are provided to PSAPs so that they can have their 9-1-1 Training done in their own facility and according to their own schedule. One of the biggest challenges that departments face when hiring and training a new employee is finding the training they need, and then having to schedule around the training providers schedule. With the NECI Instructor certification, a PSAP’s instructor can do training at all hours or shifts according to the departments needs. This saves your department time and money. The Instructor Certification courses can be taken in a traditional class environment or through a self paced program.
NECI has many things that differentiate themselves from the other training providers today. First, NECI’s Instructor courses are nationally recognized and have no re-certification requirements by NECI once the instructor is certified in a Instructor training course. Secondly other training providers require your students to come to their training site, NECI doesn’t. NECI believes training is best done in the environment the student will eventually be working in. These two differences alone save your department hundreds of dollars per student over the course of their employment, by not having to re-certify your employees on a annual or semiannual basis. However, if the Department feels like a refresher course is ever needed, any course can be repeated free of charge by a student or instructor.
All NECI Instructor Certification are 3 day courses. The goal of the course is to teach the Instructor Candidate how to teach the NECI Basic Student courses. This means the Instructor will acquire the speaking and presentation skills needed to have a successful training experience. The instructor will know how to lead discussions, role plays and do coaching with students and make them proficient in the skills set required of the student for the specific course. What this means for the PSAP is they will now have an Instructor candidate that will be able to hit the ground running when they return to their PSAP and begin to do training immediately.

Overview of Student Courses
9-1-1 Instructor National Certification Course
The purpose of this course is to provide the 9-1-1 Instructor candidate with the knowledge and skills necessary to certify others with a NECI Basic 9-1-1 certification curriculum. Once the Instructor Candidate completes this course they are able to train and certify other students as 9-1-1 Dispatchers. The benefit of having your own in house 9-1-1 Dispatcher training, beyond the obvious time savings and convenience, is that you can implement a 9-1-1 training program that meets National Standards, in a manner in which the training supervisor feels is best for the department, while also having the basic NECI Course Curriculum to use as benchmarks and guidelines.
Student Performance Objectives
By the end of this course, the instructor candidate will be able to:
- Understand the principles of adult learning
- Demonstrate the ability to make a professional presentation
- Demonstrate the ability to make a presentation from a Power Point
- Understand and be able to demonstrate classroom management
- Understand how to request training materials from NECI
- Understand how to certify others as an 9-1-1 Communications Dispatchers
NOTE: The course is not designed to teach the instructor candidate basic call-handling techniques. This is a train-the-trainer course, not a basic certification course. Instructor candidates should be formerly trained or experienced at the basic level of emergency communications before taking this instructor-level course. Instructor candidates will learn methods of instruction rather than learning the basic of 9-1-1 communications.
EMD Instructor National Certification Course
The purpose of this course is to provide the EMD Instructor candidate with the knowledge and skills necessary to certify others with a NECI Basic Emergency Medical Dispatching (EMD) curriculum. This course is a must for any PSAP that is about set up a EMD program or is already providing EMD services. Once the Instructor Candidate completes this course they are able to train and certify other students as EMD Dispatchers. The benefit of having your own in house EMD training, beyond the obvious time savings and convenience, is that you can implement an EMD program that meets National EMD Standareds, in a manner in which the training supervisor feels is best for the department, while also having the basic NECI Course Curriculum to use as benchmarks and guidelines.
The EMD Instructor course meets the following NHTSA and ASTM national standards for emergency medical instructors and emergency medical dispatchers .

Fire Communications Instructor National
The purpose of this course is to provide the instructor candidate with the knowledge and skills necessary to certify others with NECI Fire Communications Officer certification curriculum.

CTO Instructor National Certification
The CTO Instructor course is for the individual who coordinates the agency on-the-job training program. The CTO Instructor candidate should be an experienced and formally trained emergency communications employee who desires to train others with a structured on-the-job training program. This course is very beneficial to PSAPs, because once a PSAP has a Certified Communications Training Officer on staff, they will be able to conduct on-the-job training and maximize their training hours and minimize their training costs.
Student Performance Objectives
By the end of this course, the instructor candidate will be able to:
- Develop an agency performance-based on-the-job training program
- Develop and publish a standardized training schedule
- Develop written performance objectives
- Develop a performance objective rating system
- Develop and publish the various OJT forms and reports
- Certify experienced agency personnel as a CTO
- Implement the agency OJT program
- Coordinate the agency OJT training program
- Monitor the Agency CTO’s performance to ensure compliance
- Conduct one-on-one OJT training as required
Note: The CTO Instructor certification does not qualify the individual to conduct academic classroom training. The CTO certification requires as a prerequisite, the completion of the NECI 9-1-1 Instructor certification course. Conversely, the 9-1-1 Instructor is not authorized to conduct the one-on-one training unless certified as a CTO Instructor or Agency CTO.
Human Trafficking Investigations
Understanding and Investigating domestic servitude, forced labor, and sex trafficking crimes.
This is a intensive 3 day course that will prepare Law Enforcement personel to investigate human trafficking crimes. This course will give the student the skills and knowledge neccesary to understand who, what and how of human trafficking. This is not just a sit and listen seminar. This is an interactive course that requires the student to be actively involved in not just listening but also to participate in realistic interogation and interview role playing sessions that are based on real world examples.

“NECI is partnered with the Human Trafficking Investigations & Training Institute to provide vital training to Law Enforcement agencies, 9-1-1 Centers and Corporations on the subject of Human Trafficking. HTITI is led by retired FBI Agent Greg Bristol, who brings over 35 years of Law Enforcement experience to the courses. HTITI provides NECI certified Human Trafficking related courses that equip students with the skills that are needed to help them deal with Human Trafficking related issues. Courses can be modified for 9-1-1 Operators (one-day awareness) or to Law Enforcement Officers (advanced three-day course oriented to investigations).
