The 24-hour EMD Officer National Certification Course is for the 9-1-1 Communications Officer who receives calls and dispatches field responders to medical calls.
This course trains and certifies experienced emergency communications personnel with the NHTSA EMD National Standard Curriculum. The primary purpose is to ensure that the student possesses the baseline knowledge and skills to function in the role of an Emergency Medical Dispatcher (EMD) as prescribed by the agency medical control.
NOTE: The local agency medical control is the EMS physician with jurisdiction over the local EMS system. The EMD must use the EMD protocols pre-approved by the agency medical control. The NECI EMD course will train the EMD candidate to direct and manage their emergency medical resources through the agency medical control.
The local, regional, or state medical authority with medical control over the EMS system within which the EMD practices has the authority to waive any requirements related to the EMD training program, EMD instructor requirements and the use and modification of EMD protocols.
The NECI EMD National Certification Program is based solely on the NHTSA EMD National Standard Curriculum.
This program meets the following EMD national certification standards:
- NHTSA Standard 11
- ASTM 1258 (Standard Practice for EMD)
- ASTM 1552 (EMD Selection Criteria)
- ASTM 1560 (EMD Program Management)
Prerequisites
- Currently certified in CPR by successful completion of an 8-hour American Heart Association, American Red Cross, or National Safety Council CPR Course.
- Certification through any state-approved 9-1-1 basic communications training program is required for certification in this course.
Course Content
The EMD Communications Officer candidate will demonstrate knowledge and proficiency in the following subjects to a measurable standard:
- Introduction to the EMD Officer Roles and Responsibilities
- Liability and Legal Issues in EMD
- Understanding the Human Anatomy
- Call Receiving, Response, and Pre-arrival Instructions
- Introduction to EMD Protocols
- Introduction to Common Medical Emergencies
Every student manual has a classroom copy of the entire NECI EMD Medical Protocols for role-playing during training.
Certification Requirements
- Completion of the 24-hour course. Attendance is mandatory.
- Minimum scores on the final written and practical exercises are required for EMD Communications Officer certification eligibility.
- EMD Certificate is valid for 36 months from completion date of course.
- Some states may have additional requirements
